Payment-services application preparation

Prepare your DPT licence application around the business you will operate.

Build a clear preparation plan before drafting the application. Advisors Assemble helps prospective DPT service providers organise selected policy, control and supporting-document work around their proposed activities, people and operating arrangements.

Discuss your application

Start with the right route.

We first look at the business you plan to operate, then assess the relevant regime and application scope. Choosing a label at the outset is not a substitute for that assessment.

Define the DPT activities

Describe actual services, customers, transaction flows and counterparties. Identify activity questions needing specialist legal input before assuming the licensing scope.

Assess the licence route

Distinguish the payment-service activity from the SPI or MPI licence type. Review the current MAS route against the proposed operating model and applicable requirements.

Map connected payment services

If the model also involves fiat or other payment services, account for those activities and dependencies in the preparation plan rather than treating the token activity in isolation.

A clear application-preparation process.

The exact steps will depend on your readiness, the complexity of the application and how we agree to divide the work.

  1. 01

    Review readiness

Clarify the proposed business, management roles, local compliance arrangements and material gaps before agreeing the preparation support.

  2. 02

    Build an evidence plan

Identify selected documents, owners, dependencies and review points. Separate documents AA can help prepare from legal, technical and independent-assessment work.

  3. 03

    Prepare selected materials

Draft or review agreed policies, procedures and supporting explanations using accurate applicant information. Flag inconsistencies for management to resolve.

  4. 04

    Review submission readiness

Check the agreed package for internal consistency, missing material and unresolved questions. The applicant approves all representations and submits the application.

  5. 05

    Prepare for agreed queries

Help organise responses and evidence for regulator queries within the agreed allowance. Management owns the response and understands the arrangements it describes.

Clear roles from the start.

Your proposal sets out the preparation work, information needed and who takes each decision.

Advisors Assemble

We help prepare selected policies, procedures and supporting evidence, and organise agreed responses to MAS queries. Deliverables and review rounds are agreed before work begins.

Your firm

  • Establish and explain the genuine business model, personnel, resources and controls.
  • Provide complete, accurate and current supporting information.
  • Engage required specialists and resolve their dependencies.
  • Approve and submit representations; respond to management interviews and regulator requests.
  • Implement arrangements and retain evidence before commencing the relevant business.

Specialist support

Your firm appoints legal advisers, independent assessors, auditors and technology specialists separately where needed. We coordinate agreed preparation inputs within scope.

Your firm retains responsibility for the business and its compliance. Regulatory approval and timing remain subject to MAS’s assessment.

Bring a business outline, not a completed application.

  • Proposed services, customers and transaction flows.
  • Management and compliance roles already identified.
  • Existing policies, system arrangements and preparation gaps.
  • Specialist work already commissioned and intended preparation milestones.

We agree a suitable secure process before requesting confidential documents.

Application support, scope and responsibilities.

Is DPT a separate licence type from SPI or MPI?

DPT service is a payment-service activity. Standard Payment Institution and Major Payment Institution are licence types. The appropriate route depends on the proposed services and current requirements, so start with the business model rather than the label.

Can AA provide the legal opinion or independent assessment?

No. Those are separate specialist workstreams. We can help organise agreed preparation and evidence while you engage the relevant legal adviser or independent assessor.

Can a consultant replace management in the MAS interview?

Application support does not substitute for management’s understanding of the business. Your key management must be able to explain the actual activities, risks, controls and proposed arrangements.

Can you guarantee approval or a completion date?

No. Readiness, completeness, the business model and regulator questions affect the process. We agree preparation milestones without promising an approval outcome or MAS timetable.

How is application support priced?

We scope preparation, documents, review rounds and query support before proposing a fee. Legal, assessment, technology, statutory and other external costs are separate unless expressly agreed.

Continue your preparation.

Service suitability is confirmed case by case. The regulator determines the licensing outcome.
