Jackie is the founder of Advisors Assemble, a Singapore regulatory compliance consultancy. He brings up to 10 years of combined experience across compliance, regulatory risk and financial services, spanning banking, fund management, insurance broking, payments and capital-markets activities.
At one stage of his advisory career, Jackie managed compliance work for more than 20 licence holders concurrently. That experience exposed him to different business models, management structures and operating challenges, from firms preparing to launch to established businesses maintaining their ongoing obligations. His work has included supporting successful LFMC licensing applications, Registered Insurance Broker registrations and payment-services licensing applications involving Digital Payment Token services under the Payment Services Act.
His perspective also comes from holding responsibility inside a regulated business. As Compliance Team Lead across FOMO Pay and CapBridge's payments and capital-markets activities, he led a compliance team, oversaw reporting and higher-risk AML/KYC reviews, handled regulatory queries and advised senior management on the compliance implications of products and business decisions. His work included implementing Travel Rule processes through a vendor API workflow using transaction-monitoring data.
In Senior Compliance Manager and Risk Management Team Lead roles at Cambridge Advisers and RSM, Jackie managed client delivery, led and developed team members, reviewed controls and helped firms address regulatory and operational gaps. His earlier experience at Citibank covered technology and cross-border regulatory risk for payment systems across APAC, while his work at Standard Chartered involved group regulatory-compliance standards and control reviews across multiple markets.
Jackie has also performed internal audits for over 20 clients over the course of his career. His audit experience spans work at Citibank and Standard Chartered, as well as RSM, where he served multiple clients holding Capital Markets Services (CMS) licences.
Working across these roles has shaped how he approaches compliance: a policy should translate into clear responsibilities, workable procedures, appropriate supervision and evidence that the controls are operating. Advice also needs to account for the people, systems and resources a firm actually has, and explain the reasoning behind decisions that management must own.
